Council Member, Paul Nowatka:
“Everyone benefits when a city is able to preserve its heritage. This is the essence of the effort to form an historical district. . .” (Interview with Liz Fobes 2003)

Council Member, Mike Mauno:
“. . .Old Torrance has many homes that are part of our historical origin. Many . . . were built at the time of the city’s beginning. As time goes by many of these architectural treasures find themselves under financial pressures such as increasing property tax which could result in losing these architectural gems, some of our city’s physical history. . . .Coming to the rescue is the Mills Act . . . a California state law that allows individuals to enter into voluntary contract with the city to guarantee preservation of designated historic structures.”
