“. . .Old Torrance has many homes that are part of our historical
origin. Many . . . were built at the time of the city’s beginning.
As time goes by many of these architectural treasures find themselves
under financial pressures such as increasing property tax which could
result in losing these architectural gems, some of our city’s physical
history. . . .Coming to the rescue is the Mills Act . . . a California
state law that allows individuals to enter into voluntary contract with
the city to guarantee preservation of designated historic structures.”
